‘In the regulations for FCI Dog Shows the chapter qualifications and placings besides the well-known qualifications Excellent, Very Good, Good and Sufficiënt also the qualification ‘Cannot be judged’  is mentioned. This ‘Cannot be judged’ may be given if a dog is limp or otherwise unassessable. Now a judge gives in such a case the exhibitor the choice to withdraw the dog or otherwise get a Good or a Sufficiënt. If the exhibitor then withdraws the dog, it will be reported that the dog is absent while this should be an ‘unassessable’ with on written report the reason why. The dog is not absent, he has even been in the ring. It is, of course, also not the intention that a judge offers the Exhibitor such an option. It will be clear that this ‘Cannot be judged’ should not be given to a dog that cannot be judged because of aggressive or fearful behaviour. Then only a disqualification is the right placement.

Since this ‘ not to be assessed ‘ is not mentioned in the Kynologisch regulations, the V.K.K. A request submitted to the Management Board to amend article IV. 2 KR by making the addition of ‘ unrated ‘. This addition is based on article 6 of the Regulations for FCI Dog shows and Complementary rules for World and sections shows: CANNOT BE judged. In addition, additional text has been added under paragraph 4 concerning the “Code of conduct for exterior judgements” and FCI rules, article IV. 2 (new) 1. The judge chooses to qualify the dogs from the following qualifications: A. Excellent: For dogs that meet the standard that a small deviation or a minor error does not disrupt the ideal Rasbeeld and the quality of the dog is such that it can qualify for a championship prize; B. Very good: For dogs that generally meet the standard but due to some imperfections, which disrupt the ideal Rasbeeld, are not eligible for the qualification “excellent”; C. Good: For dogs that still meet the standard but due to different abnormalities, which clearly disrupt the ideal rasbeeld, or are not eligible for a higher qualification due to a serious error; D. Moderate: For dogs that meet the standard or a very serious mistake do not qualify for a higher qualification. 2. A dog that does not want to walk, is limp, always jumps against the Exhibitor or tries to leave the ring, making it impossible to judge the gait, or which makes the assessment of dentures, construction, tail or testicles impossible, the judge gets the “Unrated” qualification. This qualification is also given if the judge cannot assess the dog for other reasons. The approval report shall state the reason for the failure to assess. 3. Dogs that do not meet the standard, which exhibit a standard disqualifying error or have serious anatomical abnormalities that damage the health of the breed (including in accordance with the FCI rules), are disqualified. 4. In assessing the dogs, the judge, in addition to the standard, also observes the rules that have been made and are fixed in the Dutch “code of conduct for exterior judgements” and the International rules established by the F.C.I.; On the ALV of the Management Board on 3 December.
